It’s a quarter-turn valve with a disc inside the body that opens/closes to control flow.

“Chrome-plated pinned disc” refers to the disc inside the valve being plated (chrome) for corrosion resistance / wear and mounted via a “pinned” construction (disc pinned to the shaft rather than welded maybe).
